A new future underway for Pendle Rise Shopping Centre

“Plans for Pendle Rise Shopping Centre in Nelson are reaching the next important stage,” announced Councillor Asjad Mahmood, Leader of Pendle Borough Council.

The Council took ownership of the dated 1960s centre in June 2024 as part of its plans to revitalise the town through Nelson Town Deal government funding.

Plans for the new retail complex include a major store, nine modern retail units with attractive frontages, car parking for over 150 cars and landscaping.

A joint venture was launched in 2022 with Penbrook, a partnership between Pendle Borough Council and Brookhouse, to oversee the development.

Brookhouse is an expert in retail centre developments.

Demolition work will start on the ageing Pendle Rise building later in the year, and the building of a new centre will start in 2026.

At the end of February two businesses, Nelson Nutrition Health Store and Jimmy The Jewellers, closed their shutters and their owners are retiring.

Eleven businesses are currently still open in Pendle Rise.

Councillor Mahmood stated: “I’ve lived in Nelson for most of my life and have been coming into the shopping centre and indoor market since I was a child, so I have known many of the businesses for a long time!

“I would like to thank the businesses which have just closed for their loyalty to Nelson and the great service they have provided over the years to local people.”

Jimmy The Jeweller has been trading in Nelson for over 60 years with David Rostron running the business his parents established for the last 48 years.

And Nelson Nutrition Health has provided a valuable service in Pendle Rise since 2018.

Phillip Spurr, the Council’s Director of Place, said: “Pendle Rise is key to our redevelopment of Nelson town centre.

“Its demolition and the building of an attractive new shopping centre has been flagged up by local people as a priority.

“The transformation of Nelson through the Revitalising Nelson project also includes bringing long-term vacant buildings back into use for commercial purposes.”

The Council has been working to support each Pendle Rise business to make sure everyone is treated fairly through the legal Compulsory Purchase Order process.

The eleven businesses which are currently still open are:

  • Allsorts – confectionery including chocolates and sweets
  • Armico News – newspapers, magazines, lottery, confectionery
  • Branded Clearance DD Sports – ladieswear, menswear, sportswear, footwear
  • Chaudry’s Collections – clothing store accessed from Leeds Road
  • Greggs
  • Lancashire Furniture
  • Mobile Doctor – mobile phones including repairs & accessories & i-Pad repairs
  • New Nelson Mobiles – including money transfer kiosk
  • Rehman’s Grill House & Restaurant – pizzas, burgers, kebabs, Holme Street
  • Shoe Island – including footwear, handbag accessories, luggage
  • Specsavers – audiologists & opticians.

Some businesses will be relocating to new premises in the heart of town by the summer.
